Procurement

Procurement in Sarpang Dzongkhag is an essential administrative function that supports the planning and execution of development activities across the gewogs and agencies under the district. The procurement section is responsible for acquiring goods, works, and services in compliance with the Procurement Rules and Regulations of Bhutan. These may include construction materials, school supplies, office equipment, and services for infrastructure projects such as roads, irrigation channels, and public buildings. The process is carried out transparently to ensure fairness, efficiency, and value for public funds.

Background

Sarpang Dzongkhag follows an Annual Procurement Plan (APP) which is developed based on the approved budget and work plans of various sectors. All tenders and quotations are advertised through official platforms like the Government e-Procurement System (e-GP) or local notice boards. The Dzongkhag Procurement Committee (DPC) oversees major procurement decisions, ensuring compliance and monitoring contract implementation. In addition, capacity-building programs are conducted for staff to enhance their understanding of procurement policies and ethical standards. This structured approach helps Sarpang Dzongkhag deliver services efficiently and support sustainable development in the region.

Mandates

1. Consolidate & finalize the item list for price schedules for Annual quotation.

2. Prepare & publish the tenders in e-GP under appropriate budget head.

3. Open & coordinate the tender evaluation, award and contract signing.

4. Coordinate and conduct the Dzongkhag Tender Committee meeting.

5. Compile requisitions, place supply orders based on approved note sheet within quoted rate.

6. Ensuring timely & accurate receipt of materials.

7. Verify & process the Suppliers’ bills upon the receipt of the goods and required documents from the suppliers.

8. Providing guidance and monitoring the implementation of PRR -2019 and procurement policies issued from MoF in Dzongkhag/ Gewog Administrations and other Agencies.

9. Monitoring the proper implementation and functioning of e-GP system in the Dzongkhag/Gewogs in consultation with PMDD, DNP,MOF for uniform, sustainable and reliable e-procurement system
