5. Monitors physical implementation and provides quality control supervision to programs and projects;

6. Carries out physical verification and ensures all constructions are as per the design drawings;

7. Scrutinizes structural drawings and estimates for proposed projects;

8. Prepares specifications of materials and works;

9. Prepares analysis of rates;

10. Prepares tender documents for civil works and goods;

11. Assists in the administration of contracts for engineering projects;

12. Reviews technical sanction for works and goods;

13. Evaluates tender bids and technical proposals;

14. Assists in selection and engagement of consultants for projects;

15. Assists in selection and engagement of consultants for projects;

16. Reviews construction plans;

17. Issues permits and performs inspections to ensure engineering projects are built safely and in compliance with codes in force and regulations.
