DT Secretariat

The Sarpang Dzongkhag DT (Dzongkhag Thromde) Secretariat plays a pivotal role in the administrative and developmental functions within the Sarpang Dzongkhag. It acts as the executive arm of the Dzongkhag administration, coordinating with various gewogs and thromdes to ensure effective implementation of government policies and programs at the local level. The Secretariat oversees key sectors such as governance, social welfare, infrastructure development, and resource management. It serves as a vital link between the central government and local communities, facilitating smooth communication and efficient delivery of public services.

Background

Additionally, the Secretariat is responsible for facilitating socio-economic development activities, planning, and budgeting within the Dzongkhag. It supports elected leaders such as the Dzongkhag Tshogdu and Gewog Tshogdes by providing technical and administrative assistance. The office also manages data collection, monitoring, and reporting to ensure transparency and accountability. With dedicated staff and leadership, the Sarpang Dzongkhag DT Secretariat continues to contribute significantly toward the sustainable development and improved well-being of the people in Sarpang.

Mandates

A. Dzongkhag Tshogdu:

  1. Frame and enforce rules for protecting the health, safety and well being of the people in the Dzongkhag;
  2. Regulate water, air and noise pollution and other environmental degradation in accordance with the law;
  3. Regulate commercial sale of distillery products, drugs and other harmful substances;
  4. Regulate posting of billboards, roadside signs, posters, banners and other commercial advertisements to ensure preservation, and enhancement of scenic and aesthetic beauty;
  5. Regulate content of broadcasting and telecasting within the Dzongkhag in accordance with the Bhutan Information Communications and Media Act; and
  6. Regulate gambling activities.
  7. Review and endorse Dzongkhag five-year plans for submission to the Royal Government;
  8. Approve Dzongkhag annual plans within the budget ceiling provided by the Royal Government;
  9. Monitor, evaluate and ensure implementation of plan activities in the Dzongkhag, and in accordance with the monitoring framework provided by the Government;
  10. Issue clearance for the establishment of mines and quarries in accordance with the Mines and Mineral Management Act; and
  11. Review and approve Dzongkhag’s annual budget proposal prepared by the Dzongkhag Administration based on the ceilings for submission to the Ministry of Finance;
  12. Carry out re-appropriations within the Dzongkhag budget as may be required, as per financial rules and regulations; and
  13. Review accounts of Dzongkhag Administration.

B. DT Secretary:

1. shall assist the Dzongkhag Tshogdu Chairperson in coordinating Dzongkhag Tshogdu meetings.

2. shall assist the Dzongkhag Tshogdu Committees.

3. shall be responsible for recording the minutes of the Dzongkhag Tshogdu meetings and ensure that copies are sent to the members soon after their adoption.

4. shall draft orders based on resolutions of the Dzongkhag Tshogdu.

5. shall ensure that the public has access to the Dzongkhag Tshogdu programmes, minutes and documents unless prohibited under any laws in force in Bhutan.

6. shall ensure that Dzongkhag Tshogdu members have access to records of all directives issued by the Chairperson.

7. shall correspond with the Dzongkhag Administration, agencies and other bodies as per the instructions of the Chairperson;

8. maintain filing system for correspondences, important papers and documents;

9. schedule appointments for the Chairperson;

10. maintain inventory of equipment, office supplies and stationery in the Dzongkhag Tshogdu Secretariat;

11. maintain record of tours and tour reports of the Chairperson; and

12. perform such other official functions as directed by the Chairperson and the Dzongdag.
